UltimaRO test client config pack

This is NOT a full Ragnarok Online client and contains no Gravity game assets.
It is a tiny configuration pack for testing a legitimate RO client/install against UltimaRO.

Server:
  Display name: UltimaRO
  Host: uro.nelpi.co.uk
  Fallback IP while DNS propagates: 185.132.43.16
  Login port: 6900
  Char port: 6121
  Map port: 5121

Current server packetver:
  20211103

Important:
  The client exe packet version must match the server packetver.

Custom client plan:
  Short term: small config/patch pack layered over a legitimate RO client.
  Later: branded UltimaRO launcher/installer that still avoids redistributing assets we do not have rights to distribute.
